...As the strategic ground continues to shift underfoot, all of the services and certainly the Navy, are attempting to solidify a central role in the nation’s defense posture. Each has created its own culture over time, and each has developed methods to ensure it can engage and defeat the emerging threats that seem to divide and multiply before its collective eyes. A strategic-military ethos as chaotic as the one the United States faces today places a premium on good judgment as each service chooses its long-term weapons inventories.
